September 19th.
Begins:
Addressed to Peking, repeated to Commander-in-Chief, General Officer Commanding, Trade Commissioner Hongkong, Governor Hongkong, Staff Officer to Commander-in-Chief.

I learn from a reliable source that Hakusan Maru and Adoma (name not certain) Maru, having been chartered by fourth group (Kuangsi army) arrived from Japan and Formosa about a fortnight ego and discharged large
consignments of arms at Whampoa. Ultimate destination
is unknown but presumably Kuangsi.
26 Both ships were flying Japanese flag and Chinese naval flag and were neither entered nor cleared by customs who boarded them but were shown huchao issued by South
West Political Council so could do nothing.
